ArcGIS Enterprise is self-hosted software. If you require a software as a service version of ArcGIS, you can license ArcGIS Online.

The Professional user type includes a Standard license, while the Professional Plus user type includes an Advanced license and ArcGIS Pro extension products. No, per the terms of Esri’s Master Agreement, each user type license must be used by a single person. Each team member must be assigned their own user type and user type licenses may not be shared.
